Name of Policy: City of Philadelphia Green Roof Tax Credit
Provider: City of Philadelphia Department of Revenue
Type of Policy: Tax Credit
Details: A credit against the Business Privilege Tax, for 25% of all costs incurred to construct the green roof provided that the total credit shall not exceed $100,000. Name of Policy: Stormwater Billing Policy
Provider: Philadelphia Water Department
Type of Policy: Monthly Billling for Maintenance of Stormwater Facilities
Details: The Philadelphia Water Department is changing the way it calculates bills for stormwater from a meter size charge to an impervious area charge. The billing policy is being phased in over a four year period beginning July 1, 2010 and ending June 30, 2014. Stormwater controls including green roofs reduce the monthly bill for stormwater by reducing the impervious area charged for.

Name of Policy: New York City Green Roof Tax Credit State Bill (A.11226)
Provider: NYC Department of Buildings and Office of Long-Term Planning and Sustainability
Type of Policy: Tax Credit
Details: Building owners in New York City who install green roofs on at least 50% of available rooftop space can apply for a one-year property tax credit of up to $100,000. The credit would be equal to $4.50 per square-foot of roof area that is planted with vegetation, or approximately 25% of the typical costs associated with the materials, labor, installation and design of the green roof. Deadline is March 15th.

Name of Policy: Green Building Tax Credit Program (Corporate)
Provider: New York Department of Environmental Conservation
Type of Policy: Tax Credit
Details: Maximum incentive is $2 million per building, and can be applied against corporate taxes, personal income, insurance corporation taxes and banking corporation taxes. Owners and tenants must work through an architect or engineer who obtain a credit certificate from the state for their project. The credits are distributed over a five-year period with any unredeemed portion carried forward indefinitely or transferred to a new owner or tenant. Projects can qualify under six different program components. Green roofs may fall under 1) whole building credit; 2) base building credit (for non-dwelling spaces).

Details: Zero interest loans to Bronx businesses and building owners that implement energy efficient measures and/or new technology. Minimum $10,000, maximum $100,000 up to 10 years for loan which will cover the difference (ie. the extra cost of putting on a green roof as opposed to putting on a conventional roof).
